One city government was worried about the pollution, which caused unrest among the people. The diseases due to pollution among people have also increased. Hence, they declared that they would bring artificial rain. On the day they tried, there were no clouds. They had to wait a few days, and the clouds appeared. Again, they tried to seed the clouds and bring rain. This attempt also failed; they explained that there was not enough moisture in the clouds to make rain fall. The Bible clearly teaches that God sends rain on the righteous and unrighteous. (Matthew 5:45) It is a gift of God to humanity.
Ahab and rain: When wicked king Ahab ruled over Israel, there was famine without rain for three years as Prophet Elijah had prophesied. (I Kings 17:1) Elijah was not only a prophet of God, but also a man of prayer. Baal was worshipped as the sky god, and Ahab promoted the worship, instead of the True God, Jehovah. God stopped the rain, and famine would come upon the Nation of Israel both as a warning and a punishment. This was to prove that human-made gods are powerless and are not worthy of any worship.
Technology: For some, technology is god. The leaders of the government thought they did not need the help of God, but could solve the problem of pollution by seeding clouds with chemicals so that rain showers would happen over the city.
Rain and no rain: Too much rain is also dangerous. God judged humanity by sending a flood that drowned all living creatures, and only Noah, his family, and the living creatures in the ark were saved. Lack of rain could lead to a lack of food, and even starvation deaths. God warned Pharaoh through a dream and sent Joseph to mitigate the suffering. He preserved lives and helped Egypt to survive. (Genesis 45:7)
God answers by fire: Elijah proved that the true God answers by fire, and prayed for rain to come on the land. (I Kings 18:36-38; 41-45)
